I tested such a service about three years ago, and is now in full release at: <http://www.itconsult.co.uk/stamper.htm>

If you e-mail the server a message, it would append a timestamp, sign the whole thing with its RSA public key and e-mail it back to you. The public key is itself certified by some other trusted third (fourth?) party certification authority.

However, the same laws that govern (actually, prohibit would be a better word) the sale of arms overseas also prohibit encryption technology of a reasonably strong variety from being accessable universally. I would not inherently trust, for example, a signature made with a 52-key. Neither should you.
