Justa or anyone who is good with definitions:

How do you define a bear? Much of Europe (Germany, France and UK) were off their summer of 98 peaks by as much as 33% during the capitulation last fall and it has been a year now without a new high having been set.

I was thinking that Europe looks much like the US market except they didn't get over exuberant after the capitulation in the fall as has happened in the USA. If this is true, then perhaps Europe is a screaming buy as they have more upside? I am sure the war in Kosovo has dampened consumer and investor exuberance there which has kept their markets back relative to ours.
