Opiates - and cannabis - produced in Afghanistan transit through Iraq before being distributed in Europe. This report seems suspect to me. Not only would this be the long-way-round to get any product from Afganistan into Europe, but it also means that the heroin would have to transit just as many borders as if it went a more direct route. Iraq is not a particularly safe place to be running a smuggling route.
