Try not paying that and watch what happens.

What happens is people get made and vote people out of office. The fact that you know you will lose your seat in congress for not voting for spending doesn't equal an obligation to spend, not does more generally knowing that there will be consequences for not handing money over, indicate that you have a debt. If some mugger says he will shoot me if I don't hand him my wallet, that doesn't indicate that I have a debt owed to the mugger.

You owe the gov't the money it says you do.

We are talking about the debt the government has, not my debt.

Also, moving off the topic, to reply to your off topic point, I can be forced to pay whatever the government says I should pay, but that doesn't really mean I owe it to them. But again its irrelevant, because even if any tax bill or other payments the government insists I pay, are considered to be debt that I owe the government, that doesn't address the issue of future government expenditures being debt the government owes the recipients of those expenditures.
