re: "Among the largest manufacturers of APON gear who fit these criteria you have Alcatel (who some consider a favorite here, since they’ve already won a similar consortium RFP for DSL gear several years ago, and they are still going strong in that department)"

Hmmm, I wonder how that would go over, considering the strength of some of the French-bashing and product boycott efforts in the US, that I think got some extra caffeine from some recent French political posturing. Especially when you consider the "favors" the current administration and its appointees have done for the RBOCs.

I hear some rumors of start-ups--believe it or not--who are apparently sitting pretty in the eyes of certain RBOCs, in the equipment area due to extremely low costs. In the end the startups may just serve as expendable pawns in their chess game to squeeze the bigger equipment vendors to zero or negative margin. I don't know how a small startup (most of whom are hanging on by a thin thread) could be expected to scale its production to meet the RBOCs alleged numbers without a huge infusion of cash for operations. Even then, big, rapid growth spurts like that in startups nearly always cause lots of internal strife.
