Nope... Al Gore was not even in Congress when ARPA, then ARPANET was first created.

It reminds me of Gore's stupid "social security lockbox" in the 2000 elections. He was either stupid or lying.

Since the Social Security program began in January 1937, the funds collected have been immediately spent and the "lockbox" holds only government IOUs: T-bills and T-bonds.
