In the Middle East, the conflict is over land. If violence against civilians results in new Israeli "cities" and loss of Palestinian cities, the Palestinians will stop the violence now, with cities, or later, without.

It is important that consequences of murder are permanent. That is the only real deterrent. I believe the Arab/Palestinian push for a settlement to the conflict represents their realization that, post 9/11, it is becoming more and more likely that Jerusalem and the Golan are permanently off the table and much of the West Bank will follow. When your WW3 is won, then the Middle East should be revisited. Israel will make no concessions that will weaken its strategic position until then. Bush's problem is that he needs the support of terrorists to fight terrorists.
