How does prohibiting the public expression of belief (all belief, including the atheist or agnostic agenda) discriminate?

Would you also prohibit the public expression of non-religious belief? I am not talking about the public expression of atheism, but rather something like the public expression of socialism, or libertarianism, or environmentalism, or support for human rights (or discussion of what those human rights are, or the assertion that no such thing exists)

If your answer is yes you severely limit what may be publicly expressed. It may be fair in the sense that it treats all ideas equally but that doesn't mean it is actually a good idea.

If your answer is no, then I think you are discriminating against religious ideas (even if the religious ideas that you are discriminating against include atheism)
