400 votes not counted in Pinellas county all turn out to be all for Gore. Given that Bush got 0.92 votes for each vote that Gore got in this county, the chance of this event occurring at random is smaller than 1 in 10 raised to the power 114. That's better than being able to pick one particular atom out of the entire known universe.

The chance of winning a lottery is one in about 7 million (depends on the state). A statistically impossible event assuming a random distribution of voters.

The chance of the event in Pinellas county being a random event is like hitting the lotto 18 times in a row - each time just buying one ticket.
