I most certainly cannot tell you where the market is going (I wish I could)! That is Bob's job, and he does it extremely well, IMO.

From many years of listening to Bob, my understanding is that a "gift horse" is reserved for those times when a buying opportunity is at hand, AND the market is undervalued. I don't know if it was this weekend or last, but I'm sure that Bob has said very recently that the market is still highly valued, relative to historical terms.

So, IMO, "gift horse" is a combination of a buying opportunity and safety, stemming from an undervalued market.
