I think what Michael's alluding to is that it's not as easy to issue certs as those banks may think. Have you looked at their website? There's really nothing there. The statements in the article and the author seem to be light on specifics. Be careful when evaluating sources, many of these types of articles are 'plants'. There have been quite a few companies that have been naive concerning exactly what it takes - resource, expertise and facility wise (generators that can operate for DAYS, redundant disaster recovery facilities, world-leading experts in crytography, not to mention investment and support from RSA) that have decided to USE verisign services instead of competing with them, after getting a better idea of the challenge to put those kind of data centers together. Verisign has 24X7 operations with some of the best people in Silicon Valley running things. There are many of us who wouldn't work for a bank/consortium of banks no matter how juicy the offer was.
