Bush allowed 9-11 to happen but never apologized.
Reagan allowed the Marines bombing in Lebanon and both apologized and took responsibility. JFK allowed Bay Of Pigs and apologized and took responsibility. That is the difference between great honest leaders and dishonest wannabe poseurs orchstrated by Karl Rove's Soviet style propaganda campaign.
