Doesn't it seem like they could take that kind of money and permanately endow a "seat" or two. Complete with full time cleaning staff. I mean 20K for a modest little building (not earthquake proof), a third party cleaning contract that gets funded out of investments in COMS. Rather than flushing all that money at once, they could eventually return (egad, not actually give it back!) the capital with treasury rate interest. Though I guess knowing the government they could send the whole country down the toilet by investing in K56. Oh, well . . . there goes that idea.
