The focus has been on the speed involved, but that misses the main point. In plain English, they are front running, which is illegal. That is, getting a look at buy and sell orders before the rest of the market does, and using that data to jump ahead of those orders and profit at the expense of the rest of the market. Now they only get a split second head start on access to the data, but with their computers that's all they need to take advantage of the rest of the market. Because of a loophole, what they are doing is allowed, even though it is obviously front running. Sen. Schumer has vowed to shut this practice down. I'll believe it when I see it.
