Palestinians shaken by Israeli endurance'

Israel's resilience after a year of the intifada has unnerved the Palestinians, said Deputy Chief of Staff Moshe Ya'alon yesterday in a speech at an annual conference of Finance Ministry staff.

Israel has had to absorb over 9,000 attacks since the beginning of the intifada, he said, but despite the scores of dead and wounded, the morale of the Israeli public remains high.

He stressed the need to maintain this level of morale since it is an important factor in the balance of power between Israel and the Palestinians.

Ya'alon told the conference he believed the Palestinian leaders were evading an historic end to the Israeli-Palestinian conflict.

"The Palestinians will continue the violent uprising as long as they believe it serves their purpose," he said. He also said he believed the outcome of this conflict is more crucial than that of all of Israel's wars.

According to Ya'alon, the Arab countries know they are unable to stand up to the Israel Defense Forces in a direct military confrontation and have therefore chosen terrorism.

He warned, however, that Syria possesses long-range missiles that can cover all of Israel's territories, as well as chemical missiles.

The deputy chief of staff said the IDF had foreseen a Palestinian uprising in September 2000 after the failure of the talks at Camp David, and had prepared accordingly.

He noted the IDF has not made use of all its capabilities in the current conflict. The two missions in which it used fighter planes during the intifada were successful, he said, and did not kill innocent civilians.
