What this means is that CPQ is no longer gaining share in those regions as a result of taking share from the third tier players.
Their product offering are apparently not attractive enough on a cost performance basis to capture share from the other players.
I know that Fujitsu, Toshiba, Packard Bell and other Japanese companies have been getting aggressive lately. So I doubt CPQ cover story is the truth the whole truth and nothing but the truth.

CPQ is still carrying a huge labor force which it has not yet begun to pare for some unstated reasons. They are also having difficulty with the new BTO model via the channels. This must put that at a serious cost disadvantage.

I suspect that DELL will report growth in both those regions which currently account for 6% of the revenue. This growth will be due to the attractiveness of their products and business model in those regions.

I think the good news for DELL still outweighs the bad news for CPQ.
I expect to see DELL rise this week on the good news that has been and will be coming out. CPQ should produce at best a temporary blip.

Longer term CPQ has serious problems to solve.
