Doug,

This may not completely solve your problem but using OE 5 click message from toolbar, select new message. On new message toolbar click view button, select all headers and Bcc box should appear just below To and Cc boxes. I don't know about mail merging. You click on the small book icon next to Bcc box and select anyone you wish to blind carbon copy to.
