The story on the hospital funding in Ontario is not at all what you think it is.

In the past there has not been sufficient financial discipline in Ontario hospitals. In past years when the hospitals have a deficit at the end of the year the government has bailed then out. Now, the hospitals will have to get better control on their overhead and administrative costs.

The alleged shortfall is about 1% of total costs. Better financial management is all that is needed. Their will be no service cuts. They are trying to get public sympathy while negotiating with the Ministry of Health.
