The plateau's are constant over time unless a major change to company fundamentals occurs. It takes activity to move the share price from one level to another so with an active program the share price should move up through subsequent resistance levels each one becoming support accordingly. These support/resistance levels are absolute. In other words, if there is a price plateau at 1.00 today then the share price climbs over the next few months only to decline subsequent to completion of a program it will once again hit the support plateau at 1.00 and hold it for a time.

The basis of the theory is that most stocks experience price movement over relatively short periods of time so when they start to move they will change quickly as you say.
