Brokers may have a vested interested to slightly under-price a NEW issue, but when a stock is already trading the secondary comes out pretty much at the current price. And even with new issues, if demand is strong brokers will up the proposed offering price.

I seriously doubt they look at underpricing by 20%. Admittedly brokers are not all-knowing, all-seeing, but if they did 20% underprice I am sure studies would have shown this by now. Can you point me to an academic study to support your theory?
