It is a well known fact that at one time Amerika has indentured workers of one predominant racial predisposition. They were becoming too much of a union, so some republicans had them transferred to other status where the wages were less assured. Since that time, there has arisen an economic movement amongst the channelers of credit to create a vast and faceless class to supplant the pliable former cotton workers, in order to get the necessary hand work done in the new technocratic order.
Trudeau's liberals when faced with the quandary of how to get the oil sands to pay, mulled over bringing in Korean indenturae by the tens of millenium to labour with pick and shovel. It had not occurred to the suits that long before that, heavy equipment had rendered the field worker totally obsolete, as one hundred thousand men could not compete with one drag line in moving material.
Nevertheless the movement still exists in the uber board rooms and thinkless tanks to structure the economy so that the vast majority of labour is subsistence level, and thus the supply of hand labour for great tasks is guaranteed. A complete new class is coming about that will eventually have a name, given by the government, such as proles, epsilons, or "the class formerly known as middle". House or land ownership is forbidden, as is surpus capital or the means to attain it.
We see this movement signaled in the new initiatives by government ministers who have proposed that new immigrantae would be forced to live in Moosebreath SK. for five years, presumably counting grain seed, until they were allowed to emigrate to the cities.
What people think is an attempt to manage the economy and control the dollar's value is actually an attempt to make the masses of Amerika dispossessed of all ownership, such that work at the lowest possible wage becomes the only alternative. This would make the great wheels of the industry turn smoothly and enable the Eagle to compete with the Panda Bear. They almost perfected the deal in the 1930's by starving the US workers by purposeful withdrawl of credit, independent means of attaining wealth (making gold illegal to own etc..) and collapse of independent investment. Roosevelt had almost completely communized the Amerikan government.
They are at it again. I see in the next 20 years, almost all wealth of land and surplus capital being taken from the hands of the Amerikan worker. He will be totally dependent on one source for money and sustenance and that will be government. It is already 65% done. 65% of the GDP of Canada, is the civil service. 100% cannot be far away.
