but part of the reason SEBL can afford to keep people here is because it pays them with options.

And what does this cost? When we look at total compensation, Silicon valley tech industry is non-competitive with the rest of the world.

That's the whole issue in a nutshell, isn't it?

It means either we have to adopt protectionist policies with respect to labor and investment capital, or get our heads out of the sand, clean the sand out of our ears and start being competitive. Or else.
