My experience is quite the opposite. When working overseas, it is common practice to operate from a letter of credit which assures timely payment. There are lots of reasons for this. For one, the legal systems overseas (including Japan) are not completely reliable for collections. Second, the longer a foreign receiveable is held, the greater the currency risk you are taking.
