Yup, and mandatory spending is a big part of it. What some stupid decisions were made in the past...and we are seeing the results. Bush has been a spender, no doubt about it. He has failed todate to control spending by Washington...but, he also is tied down because of previous administrations and congress. What a load he wasn given in mandatory spending. That was wrong. We must cut some of those programs. You want spending cut, but just don't touch the programs...that is not how it works. Stick to ambulance chasing...that is somethng you understand.
