Nukes in this day and age can be very portable.

Not that portable yet. Also, there are now plans for constant 'nuke sweep' that would recognize a nuke from a long way afar, if it were transported. There was a good article about it in Wired.

Wrong question. There is nothing you can do to prevent a country from making a weapon.

The question should be "What do we do to make it impossible for them to USE those weapons?"
