That's not totally obvious < Obviously apartheid was a very evil practice > Perhaps some aspects of it were, but not all. For example, now everyone can vote to take opm. Previously, that was not the case. Women now are allowed to vote, even if they contribute no cash flow to government coffers. 100 years ago, women were not allowed to vote. Not long before that, only the landed gentry could vote. In China, only the in-crowd has a say now with voting generally a non-starter.

I suspect that under apartheid rule, total per capita happiness was higher than now in South Africa, and under the rules of Salisbury.

As TJ says, democracy is over-rated. Voting to take opm by legalized theft is not the highest form of civilization.
