Pretty much.

Putting all political differences aside, it's really fascinating what took place at the U.N. They passed this resolution unanimously. Why? I'm sure that France, Syria and others all felt that this would make them look good by opposing Saddam. They surely felt that there would need to be a further resolution to start the war which allowed them a future way out. They wanted it both ways. A pox on them. The U.S. deceived the rest to get their vote, probably hinting that there would need to be a further vote. This was disingenuous and dishonest. They got what they wanted and now claim they need nothing further. None are blameless.
