What makes schools better is parents. Parental involvement is the sine qua non of good schools.

Taking the better students out of the worst schools means taking the better parents out of the worst schools.

But of course money, teachers, and the curriculum matter, too, so even the best parents can't make a bad school good all by themselves.

It's a serious problem, for sure.
