It really depends on the administration, and with the best of intentions, a lot falls thru the cracks. But the education of a child has to be a joint effort among parents, teachers and kids, or it won't work very well (unless it's an exceptionally self-motivated child). The other piece I think Karen was addressing was parental responsibility for stuff like, "Turn off the TV and do your homework," making sure homework is done, etc. Parental attitude and example matter too.
