In Intel's DRIP, you aren't required to make regular OCP's. You can do that whenever you think buying opportunities exist.

I don't think buying a lump sum now has any bearing on whether you enroll in the DRIP. If you were at a point now in which you decided to purchase 1,000 shares of INTC, you could at any time roll those shares into the DRIP at no cost, allowing the (admittedly meager) dividends purchase more shares for you, all the while allowing you the flexibility to purchase add'l shares in the future commission-free.
