The Fed's Tight Monetary Policy

On the Basis of System Open Market Account (SOMA) Lee Adler at the Wall Street Examiner makes a claim that the Fed has a tight monetary policy. One can make the same claim by looking at base money or Mish's monetary aggregate called M Prime. But the case falls flat by looking at M3.
