Nah, not that bad. They lowered Intel to a neutral in July of last year, when the stock was $26.24. Since then Intel's been down a bit and the Nasdaq has gone up about 5%.

On a different note, why is Cisco promoting an option package that only institutions can buy - why not regular investors?


Because you have to jump through a lot of hoops to sell securities to regular investors, mostly to insure that retail investors aren't getting screwed. With an institutional-only sale, you can pretty much just throw the securities out there, and if the institutions end of getting screwed, well, they were sophisticated enough to start with that they should have known better.
