In an escalating market of insider selling, we have an insider buying being reported today at ROIL.

Craig Steven, Vice President, purchased 4,127 shares at $6.50 on 5/26/00 to increase his ownership to 14,492.

ROIL's stock has been negatively effected by ongoing litigation. Insider buying should tell you something.

1. The stock is selling for 2.81 times this years estimated cash flow,

2. It has one of the lowest leverages of any domestic oil company at 38%,

3. It was one of the top ten oil companies in terms of increased production. Last quarter production increased 39%over 1999, and

4. It has a market cap in excess of $100MM.
