Sure it can. The Fed is creating dollars to replace the dollars that leave the US and don't come back. I don't know what the Chinese do with their dollar surplus. But apparently they are not spending it - yet.

It can't. And I don't see how that can be their goal. Or their role.

Yes. Because it will reduce the carrying cost of their current debt. And the assumption is that they will max out their home credit line again.
