That may well be true. But it also might be true that to challenge the charges in court would cost a fortune regardless of the outcome so this was the easy and quick way out. People normally plead guilty to lesser charges so it's also possible the government had threatened to try them on RICO or other more major counts if they didn't cooperate. Having been SLAPP'd a few times myself, I can say that our legal system is as much a function of money as justice.
