For those of you who do not know the Congressional process, I have some experience in that area.
1. Congressmen don't care about your request. If they did, they would do more than slap a cover letter on the agency's response to their inquiry. Their main concern is reelection and how to look good before their constitutents. They will send an inquiry to the company or gov't agency and then put a cover letter on the response back to you.
2. A company will draft a letter to a congressional inquiry and duplicate it for any other such request they get making the appropriate changes in names and addresses.
What can you do to get the appropriate response is to write back to your Congress person explaining how the agency's response did not fully respond to your questions. Refer to your questions in your letter and then their answers.
If you can show that the agency isn't answering your questions you may be able to get the Congressperson on your side. Especially if the Congressperson believes that the agency is not being forthright in their response or is embarassed by not noticing the response was not complete.

PS Don't be a nuisance to the Congressional staff members, and above all, don't get angry with the Congressional Staff when your answer is not complete. Call the Congressional Staff members in your area and talk to them if you are not satisfied with the agency's answer. Don't be surprised if you have to put your questions into another letter.
