OK. So you have a city of people with nothing, no transport, no money, no cars, no bikes. Was transportation provided to a safe area? As I recall, the buses never left the lot. The mandatory evacuation was great, but the next step in the local plan was not followed. At the time of this disaster, Nagin should have been personally monitoring his evacuation plan every step of the way. The people in charge of each step should have been reporting to him daily or hourly. The plan failed at the second step. EVACUATE EVACUATE was declared, but how to go about it was never provided.
