Intel doesn't dominate the chip market. It does thoroughly dominate one sector of the chip market (microprocessors) but even then only certain sizes. There are microprocessor markets like mainframes untouched by Intel. Theoretically I believe monopoly is not determined by size alone, but by how the market power is used. INTC aims to grow the whole PC market and is dragging lots of other companies along for the ride, so it is at less risk from the government than a company like Microsoft that appears to want to own the world. However, with the feds you never can be sure. There has been a leadership change in the trustbusters recently, and expansions like the Staples - Office Depot merger that would have been a given a few months ago are being looked at closely.
