The government of Angola formally recognized the one-time rebel movement UNITA on Wednesday, taking the delayed 1994 peace accord one step closer to fulfillment by the new April 1 deadline. The action was taken by the Council of Ministers, in Luanda, and it completes the political rebirth of the former guerrilla movement that already has 70 members in Parliament and which has been registered as a political party since 1992. The legalization follows UNITA's declaration that it was keeping its side of the 1994 deal, and had fully demobilized its rebel army and agreed to move its southern headquarters to Luanda by March 31. Under the 1994 Lusaka Protocol, UNITA agreed to hand back to the government the entire 50 per cent of the country it seized during the civil war which has been raging in the country since 1975 -- the longest on the continent.
