After having a house being declared uninhabitable (their choice not mine), FEMA completely paid for the restoration, after the Northridge earthquake of 1994, sans insurance. The boys from FEMA write big checks in order to avoid a ghost town style abandonment. Apparently, maintaining a community, after a catastrophe, is very important to the agency. It takes years to rebuild the areas that have been destroyed. Very few residents will stay the course without financial incentives. Even with the temporary support and longer-term, dangling carrot incentives, we never returned to Northridge.
