But, a lot of people who say the same thing you are saying really mean to make things unfair. I tell you, Mary, that if I have to choose between unfair and poor performance from community and bureaucratic gridlock, I'll take unfair. At least that way some kids would get a good education. Then once we got things fixed and knew what worked, we could re-address the fairness question from scratch. There was a post earlier that speaks to education.
