Runes...the nastiest thought is if Saddam was to fire all his 100 missiles into northern Kuwait and kill hundreds of thousands of troops. He would then claim that he had to launch a preemptive attack...ya I know, we could nuke him later on, but what if he would surrender before anyone gets the chance? We couldn't take it out on the civilians.
