I think the percieved hold up to a Q/NOK deal has been NOK but I would say it is as much Q as it is NOK.
NOK must want a piece of Q's action in return for signing on. They know once Q has a 1X/GSM chip they become irrelevant. That is also why they are so adament about doing their own CDMA chip so that they too will have a 1X/GSM chip and not be shut out.
