Is it really an election issue?

From where I stand, it looks like a judicial issue, to be decided on by the courts. I am not sure it will matter one way or the other even if Bush gets reelected and fumes on about how he opposes gay marriages.

That is, of course, assuming that courts make independent decisions based only on evaluation of the situation in relation to the constitutional rights of Americans.

High Court of Massachussets recently said they "failed to identify any constitutionally adequate reason" to deny gay couples to marry. They, and other courts who are asked to decide, will probably reach the same decision regardless of presidential candidates' personal views on the subject.
