In a recent Barrons article, Anne Bingaman,the former head of the antitrust division of the Justice Department said that the government is not against monopolies per se but against certain monopolistic practices. The key in Intel's case is that the price of its products keeps declining from generation to generation of chips, so it would be dificult for the government to prove any damage. Also they have not used their market power to shove people out of the business. As long as they stay away from monopolistic practices their monopoly will probably not be challenged by the govenment.
