I grew up in a town with a state run mental hospital. By 1972*, the town was filled with crazy people who'd previously been locked up in the hospital. Business folks moved in, bought up two story houses, put each person in a room and gave them room and board and food in exchange for their SSI check. They built fences around the front yards of some of these homes so they wouldn't wander into the street. It was okay in a small town since there was no place to go and people would call the home and report some crazy guy out on their farm ... but in a big city there was nothing to keep these folks from walking away and living on the street.

* I specifically remember I was driving by the PO one afternoon and one ran right out in the street in front of my car. I braked and didn't hit her. She stuck her tongue out and ran on.
