Everyone except Kennedy and Eisenhower has gone below 40 percent. Bush doesn't have "the lowest ratings of anyone since Nixon and Carter." Here is a chart of the approval ratings for six Presidents since World War II, plus Bush II: pollkatz.homestead.com Bush II's ratings are in purple. As you can see, Clinton's approval ratings were below 40 percent at one point. His 60's during the Monica scandal were the highest of his Presidency; before he ran for reelection they were lower than Bush's are now. Nixon's were in the mid-20's at the end, and even as he was preparing to run for reelection they were around where Bush's are now.
