Not true, Karen. Natural anthrax is often tracked around on people's shoes as they walk in and out of livestock pens. Weaponzied anthrax was delivered pretty well through the mails - and mail sees the light of day. And smallpox can be delivered on contaminated blankets, so I daresay modern weapons designers can think of something.
