That delay is absolutely UNCONSCIONABLE. My understanding is the first 911 call went in as the result of the shooter shooting in the glass door to gain entry. You really can't get any sooner than that. Police (at least in this case on that site) should have been there in 10 minutes OR LESS. If this 20 minute delay is confirmed, then emergency response time MUST be added to the list of issues to address. Of course, a couple/few/one trained individuals with concealed weapon permits on site would be the ultimate timed response
