That was Bush's stated reason for the visit. He made it clear, from here on out the Iraqi government needs to make it happen because they want it, not because we are pushing them. We will support them in partnership but we can't force them to choose unity and security. He is confident that they are going to make it happen. So, as goals are achieved we pull back. It is a contingency plan based on Iraqi commitment to take charge. He says he has expelled all doubt from his own mind that they are ready, willing, and able to make it happen.
